Question / Help Recording dropping frames- ive tried every possible setting

Ive set my bitrate and buffer size between 30,000 and 2000 and literally nothing works. I constantly get dropped frames and laggy video and at this point im about to freak out.
Ive watched youtube videos of settings tutorials, ive read threads, ect. Nothing I set it to seems to work.
My internet is crap. Im at 10 down and 1 up. I do not, however, think this really has anything to do with local recording?? Ive got an AMD quad core processor, 8gb ram, everything in my PC is brand new, I just built it 2 months ago.
Currently my settings are at
2500 Bitrate
2000 Buffer
Quality balance of 10
res downscale to 1280x720
FPS at 60

Im at a loss. I really have no idea what im doing here. I know there are plenty of threads like this but I can not seem to find a setting that works for me.

I assume thats the link im to paste. My settings are currently at 1000 bitrate and 2000 buffer, and the gameplay and the video doesnt seem to be dropping frames. Ive also since changed the resolution of the game istelf, But since, the recording is messing up in terms of clarity. I use facecam and everything is clear, until I get put into a game of CS, for example. Then everything pixelates and the quality drops. When i leave a match, then the quality improves. Its very strange.

Okay, I used those settings. My video quality is back up, but im losting 50% of my frames in the recording.
Im playing CS by the way, if that makes a difference. DOTA, hearthstone, and any other game doesnt give me problems like this.

Your CPU is a bit on the weak side, I would recommend either lowering FPS to 30, or just a little bit more downscale in video settings to compensate. You're running a bit higher FPS/resolution than your CPU can potentially handle.
