Still having issue in Feb 2022. Lenovo laptop with AMD VGA Driver 30.0.13014.4003 on Windows 11.
Changed to software encoder, hopefully it fixes the problem

That's my clue: Do the motherboard drivers and CPU update.
TLDR;
Hi. I know that it is an old thread but I would like to bring you some tips that have worked for me.
In fact I was facing two issues:
"Closing problem + OBS Process can't be terminated" -> https://bit.ly/3JqO3Ox
"Record button does not work 2nd time without restart of OBS" -> https://bit.ly/3N5R7Sf
What I did to definitively solve both issues?
After I have got tired of searching the Internet without finding any useful, I did the most rookie and obvious thing: I updated the bios and drives of my motherboard and CPU.
In my case I have an AMD Ryzen 5 with a B450M Gigabyte motherboard. I updated its bios to F62 at Gygabyte support site and I went to AMD site and I have updated AMD drivers using the "Auto-Detect and Install Driver Updates for AMD Radeon Series Graphics and Ryzen Chipsets" tool -> https://www.amd.com/en/support.
Hope it helps :-)

Winodws10 environment I can make a recording once. After stop if I wan to new recording, pressing Start button does not work. Logs file dont have any entry of starting 2nd recording.
Only way to start new recording is to exit from OBS, kill process using task manager and start OBS again.
Using keyboard shotcuts does not help here.

Any idea where to look resolution. PC is ZBook 15. With HP Probook 850 it work perfectly all the time.
I was having the same issue, and decided to look into filename formatting. Before the last few updates (for me at least), if I recorded it would just add a numeric identifier if the entered filename in the OBS settings already existed at that directory, so I just put "Recording" as a name and left it be. I believe this is a bug, though I could be wrong, but I believe its a bug that if the aforementioned scenario occurs, it doesn't make that numeric identifier and causes the program to be stuck trying to start the recording. The fix I used was to simply make new recordings unique by using the text formatting like below:

%CCYY-%MM-%DD %hh-%mm-%ss

since it uses current time of recording start for a file name, it won't conflict with another filename. This is just the fix that worked for me, hopefully it works for you.
