Question / Help Recommended Settings for mi PC/Internet

I need help, i need to know the optimal settings that i can use for my current specs and connection. (Bitrate, Buffer, Video Settings) im kinda new in this of Streaming and using OBS.

PC specs:

AMD FX 6300 @ 3.5MHz CPU
XFX AMD HD 6870 1GB DDR5 GPU
8Gb DDR3 - 1333Mhz RAM
ASUS M5A78L-M LX PLUS MOBO

Resolution: 1600 x 900

Internet:
Download: 20Mb
Upload: 4.9Mb

Additional info:
- Im gonna stream in twitch.tv using Dallas,TX Server (90-105 Ping)
- I want to stream CS:GO

720p (downscale). 30FPS (60 would look smooth but that will hit your CPU too hard), veryfast preset.
3000 bitrate for video (max, you can go to 2500 or even lower if you expirience ping issues or lags on twitch, ask your viewers!), 128kbps audio.
 
Thanks Cryonic, Actually those are my current settings in OBS, but i was confused about what bitrate would work better for me. Can you tell me where the Quality and Speed come from in OBS? i mean (Bitrate, Buffer, Preset, FPS, Resolution, etc..).
 
Quality mostly comes from the bitrate. Increasing the FPS and resolution will need more bitrate to look the same.
Preset is how much of your CPU power will be used by the encoder (find the right balance between your game, the encoder and the background stuff, dont forget that running flash videos or updating something in the background can ruin your stream).
I can do the highest quality stream with my rig, 1080p 60 fps up to 6000 bitrate (upload) or up to 400.000 (local recording on an ssd). But i paid way more than you for my hardware. Streaming on high settings requires a lot of horsepower, but the main thing is bitrate - you cant replace it with a better CPU etc.

You will play around even after you found the perfect settings. Depends on the game (some games have low cpu impact, others will need more power). It also depends on the game - CS:GO has less details than lets say DayZ (the grass), so it will look better than DayZ with same settings. Static games like Hearthstone where only a small piece of the screen is moving, will also look better with lower bitrate. For fast games where a lot goes on, you may want to add a bit more bitrate and lower the CPU usage at the same time. Specially because your rig is far away from being powerful.
