Question / Help Recommend good stream settings please? Jumping to 400 ping every time I broadcast

CPU: Intel i7-3770

RAM: 16gb

GPU: Radeon 7700

OS: Windows 8

Upload: 1.1 mb (thanks Australia)

Are these specs good enough to basically follow the Twitch OBS guide's level of performance? As soon as I start the broadcast my gameplay becomes impossible to deal with, because I immediately get 400 ping permanently.
 
First try running this test for your region:

and post a screen shot of the results.

more than likely, you just need to enable minimize network impact in OBS, but I'll let you know once you've posted the results of the bandwidth test.

Also following on from others' advice, I dropped my bitrate/buffer to 650, and my usual ping of 14 wasn't as bad as 400 but it fluctuated from 30-50 which is not ideal given the stable 14 that is achievable.

Any new suggestions?

Your ping will increase when there isn't as much upload bandwidth available. With that connection it's impossible to stream and maintain the same ping as when you are not streaming.

As Osiris said, its going to be difficult to maintain ping but now that you have your bitrate under your upload speed, check minimize network impact in OBS settings. this could and should help a little.
 
I know everyones trying to be helpful, but 480p @ 700 bitrate doesn't look good unless you're playing a card game. Now if we think about it a moment if 14 ping is something he wants that bad, it isn't league of legends, Hearthstone, or any other slow paced game, he is playing something where connection matters like an FPS. Which is likely what he is playing given the focus on a low ping, I know in most if not all MMO/RPG games 30-50 isn't anything to concern yourself with. I'd suspect it wouldnt be too bad in any MOBAs either.

If you're in fact streaming an FPS game, at 480p w/ 700 bitrate its not going to be watchable, what is happening will be so pixelated that all you're really doing is killing your ping, I mean 650 is basically less than half of what the suggested bitrate for 480p would be, which is considered 1100-1400~

We do have some pretty garbage rates in Australia atm, the government that was proposing to install a new national network got voted off last election and the new government is still doing it but it could be anywhere between 1-5 years before I get it in my area.

So you're saying the bottleneck in my current situation is the upload speed? I guess I have no way of fixing that for a while... Unless I buy a speed boost which I'm not sure even works.

480@30 will be slightly pixellated at 700 bitrate. lower the audio bitrate to 64kpbs and you could go up to 750 bitrate for your video. use "minimize network impact" option and see how those settings work for you. post a new log and let us know how your ping is with those rates.
