None will really work well in low light. Cameras need light to work. You'll need to invest in a lighting rig.
The Logitech c920 is the gold-standard webcam for livestreaming. Should be able to grab one for cheap on Amazon come Cyber Monday for around $50.
For low-light, you'd need to move to a larger aperture DSLR, which is going to be about 10x as expensive just for the camera, not counting glass or an HDMI capture device. Which also will be bad if you intend to mount it to the motion simulator, as they tend to be large and heavy to a point that isn't going to deal with being flung around.
Unless you mean a nightvision camera, which capture in black and white (and it doesn't sound like that's what you're after).
