Question / Help Really Bad Interlacing on PC Stream

I have no idea why this is interlacing bad when I stream the pc. When I stream the PS4 it is perfect.

Here is an example>> Go to 2:00:00

My PC specs are:

Mobo: Asus z87-plus
Processor: Core i7 4770k
Ram: Corsair Vengence 32GB
GPU: Nvidia GeForce GTX 980

My pc is a monster and cannot figure out why I am having interlacing issues.

Here are my OBS Settings:

I use Monitor Capture I have tried both Monitor Cap and Choosing the Game.

That isn't interlacing, that is aliasing, it can be fixed by using anti aliasing in your game
 
I do not see the option in H1Z1. I am wondering how all the streamers stream this game without this aliasing problem? H1Z1 does not have this option..

The game you showed was not H1Z1 unless in Beta they changed it to a baseball game Kappa.
 
go to 2 hours and watch the H1Z1 part.
Ah, just so we have all our terms down, that would be pixellation. foliage is really hard on x264. post your logfile from the help menu if possible, I almost want to have you drop the preset just a little since you are already at the max bitrate for twitch. just try the faster preset, watch your CPU usage closely.

Just for the sake of trying, change to these settings and tell me what you think:

1280x720p downscaling lanzcos filter
48fps
same bitrate as before
preset Fast.

Don't have anything but the game and the stream running.

Watch your CPU usage during the test.
