Question / Help Random Spikes to 0 kb/s

I have used these settings for a long time and have never experienced any issues whatsoever. Within the past two days, my stream has been having random spikes to 0 kb/s. The square remains red the whole time, but dropped frames are never logged. I'm very confused as to why this is happening and I've been looking for hours to find a fix.
