Question / Help Random Spikes of Lag/Frame Drop

I've been experiencing random spikes of lag on OBS during my streams the past few days, I wasn't having any lag problems before this and didn't change any of my settings at all, it just kind of happened out of the blue which has really stumped me. The lag eventually gets so bad that I have to stop the stream and restart it after 10-15 minutes of stream time. I'll be posting all my stats/settings below.

My CPU: ASUS Desktop PC M32BF_K30BF Series, AMD A10-6700 APU with Radeon HD Graphics 8670D (3.70 GHz), 8 GB RAM

OBS Settings:

Encoding-
Encoder x264, CBR padding enabled
Max Bitrate: 1800
Audio-
64 bitrate, AAC codec, 48 kHz

Video-
1280:720 base resolution, 1.50 downscale, Bilinear filter, 30 FPS

Advanced-
High process priority class
Scene buffering time: 700
veryfast x264 CPU preset
Encoding Profile: Main
custom x264 Encoder Settings: crf=18

Alert twitch of the issue.

http://www.teamliquid.net/forum/tech-support/478845-twitchtest-twitch-bandwidth-tester try this tool to get a baseling of how twitch is working for you. use 80% of whatever the highest quality ingest twitch is giving you.
Code:
custom x264 Encoder Settings: crf=18
^dont do this, remove it and let x264 CBR work its magic.
