Question / Help Random Frame Drop

Hello! I could use some help solving this issue.

First off I would like to say that I have streamed for 2 days with the same settings without having any issues. Today, I logged in to stream and it seemed like every 5-10 seconds my frames would drop to 1 and then immediately jump right back up. It seemed like my bandwidth would jump from around 3000 to over 5000 on the OBS window every time the frame drop occurred.

I have tried the following steps:
- Reset my Modem/Router
- Lowered my bit rate to 2000
- Lowered my FPS to 30
- Downscaled to 2.00
- Lowered in game resolution (H1Z1)
- Lowered Web Cam resolution (Was at 720p)

I have attached the log file in which I tested and replicated the issue. This is making for a very frustrating stream and I can't seem to find a fix for it just yet.

Code:
03:27:35: RTMPPublisher::SocketLoop: Stalled for 1725 ms to write 368323 bytes (buffer: 0 / 370688), unstable connection?
03:27:39: RTMPPublisher::SocketLoop: Stalled for 2069 ms to write 369500 bytes (buffer: 0 / 370688), unstable connection?
03:27:42: RTMPPublisher::SocketLoop: Stalled for 1907 ms to write 370253 bytes (buffer: 0 / 370688), unstable connection?
03:27:44: RTMPPublisher::SocketLoop: Stalled for 1818 ms to write 370611 bytes (buffer: 0 / 370688), unstable connection?

Its a connection issue between you your ISP and twitch.

run this tool for your region and post screenshots of the results. it might best to run the long test but also make sure nothing else is running when you do this test. good luck tracking down the issue though. the internet is a complicated set a highways so random stalled connections are hard to troubleshoot.

Code:
Total frames encoded: 4359, total frames duplicated: 524 (12.02%)
you would benefit greatly from running 2000 bitrate and changing to 30fps anyway. your duplicate frames above are way above what they need to be. lowering from 60fps to 30fps will help with that issue.

Okay, I turned off Asia and Other because I was unsure if Europe might have some servers that ran better for me. (I am in Chicago btw) I have ran the Long test and here are my results:

I feel good about reducing my fps to 30, but the bitrate is what effects my Stream quality. I had not suffered from 3000 bitrate before. I would prefer to just drop the FPS, but I can test the bitrate as well later tonight. Thanks for the assistance and hopefully we can fix this issue pronto!

lowering the fps effectively in half means you dont need as much bitrate as you did before. you'll actually have more bitrate per frame which will be a quality increase. this is why I advised both.

I have lowered my frames to 30 FPS & I have dropped my Bitrate down to 2000. However, even while in preview mode with these settings, a couple seconds in I continue to freeze for a bit.

I may have figured it out. I believe it may have something to do with Twitch Alerts text files being connected to OBS. I disabled them in the preview and everything seems to have evened out. I will begin my stream here shortly to continue further testing.

In one of your scenes, you have attempted to game capture H1Z1 twice. remove the one lower on the list.
