Question / Help Random Frame Drop right when I start streaming to Twitch

Hey everyone, in the past I had OBS and streamed with OBS all the time with rare frame drop. When my computer got wiped, I re-installed OBS and configured the settings (which will be provided via Gyazo). I cant seem to find the problem (i have tried power cycling). My Upload is a 1.7 MBPS

I have this happen too. As far as I can see, it's the ingest server messing up and dumping frames briefly before it settles. One reason a lot of streamers use a static intro/outro splashscreen, to allow the stream connection to stabilize before they actually start.
