Question / Help QuickSync or x264?

My PC Config:
CPU: Intel Core i7-4790K 4.0GHz (Turbo Boost - Enable)
RAM: 8GB 1866mhz
GPU: GTX 660 2GB

What codec i should use?

Can i streaming 1080@60fps or 30fps only?
 
You could stream and 1080@60fps but if it starts giving you problems then let me know.
 
If the streaming service you're using supports 60fps, you can do that, but you need higher bitrates to maintain quality.

Try with both to see which one gives you the quality video you want at the system performance you need.
 
If you plan to stream to a Flash-based service like Twitch you shouldn't use 1080p60, both because bitrate limitations will ensure it looks terrible and Flash player performance issues will make it hard to watch for many viewers.

For streaming you should use x264 when possible as it will provide better quality at a given bitrate compared to a hardware encoder. With a 4790K you should be able to stream most things at 720p30 on medium/fast preset and 720p60/1080p30 at fast/faster preset. Really CPU-heavy games like GTAV might require you to tone the encoder settings down a little. For local recording Quick Sync would be fine since you're free to throw enough bitrate at it to make anything look good.
