Bug Report QuickSync Maxkbps not respected

Hi, i don't know if the Intel's SDK is limited but exept in CBR, Maxkbps is not respected in others rate control methods, i know the others modes are variable but is there any way to limit the max bitrate variation ?

I know it's possible to do it with x264. (tried with vlc 0.86i with VBR mode and maxbitrate enabled for exemple).
Maybe the SDK doesn't allow that.
