Question / Help Question about Streaming

Waiting on few pieces for desktop atm (http://pcpartpicker.com/p/cfWRbv), and was curious if my shitty upload speed would still allow streaming because i've never streamed before and don't exactly know the requirements. Here's the speed test (http://i.gyazo.com/dda5c4221f7b4819846b44eae4d1b7b2.png) . The game i'd like to stream is League of legends. Is it possible to stream at least 720p (hopefully without lag)? And if so, how would i be able to do it?

540p30 or 720p30 at 1500 Kbps or so should be fine. It won't be the super best quality but it should certainly be watchable.

720p30 fps and 96 bit audio will work (using the same setting).
Your rig is also good enough, please remember that some games using much more CPU in higher settings, so just try the games before and ask a friend to watch your stream and give feedback.

You could do 720p easily with that setup in LoL. Other games, probably not.
