Question / Help Question about my upload

Hello guys!
Theres the situation. obs estimator says I can stream in 3500 kb/s.
While im streaming Im using Frankfurt server and theres my upload speed to Frankfurt -> http://www.speedtest.net/my-result/4616834375 and pingtest also to Frankfurt http://www.pingtest.net/result/129743133.png
When people are watching me they say they are having buffering even when my encoding settings are = or < 3000 kb/s.
The question is, do I have to do something with my obs settings let my viewers enjoy the stream without buffering or it is their fault they cannot handle for example 3000kb/s.
One more thing I want to ask, if with my upload speed everything is fine, can I stream in 3500kb/s to reach maximum quality?
If not please let me know what do you recommend.
My current kb/s are 2600 and it seems like no lag for anyone.

Buffering isn't affected by the "you to your streaming service" speed.

It's affected by the "your streaming service's viewer servers to your viewers" speed.

The sweet spot for twitch tends to be around 2000kbit video at 720p30

42fps is VERY odd, and not many services will like using it.

Im afraid for fps games this settings are too low. What are the maximum quality settings for encoding I could use?

For live streaming on twitch, those are basically it. You might be able to adjust your x264 preset to one that sounds slower than the default of veryfast, but that would reduce the cpu time available for your game.

Yep. This is the 'learning to work within realistic technical constraints' part of starting to stream.

720p@30fps, 2000kbps - Optimal
480p@60fps, 2000kbps - If you NEED 60fps, such as for a game that blits sprites for transparency
480p@30fps, 2000kbps - Extra high quality image fidelity

These are the best breakpoints. If you are willing to reduce your potential viewerbase, the highest I'd personally go would be 2500kbps.

Don't get lost chasing numbers. You're there to entertain. If no one can watch your cast due to buffering, why stream?
