Question / Help Question about images & downscaling

Ok, so I haven't been able to find an answer using Google. I am looking to see if there's a way to prevent images from getting super pixelated when using downscaling. Got the actual game quality to where I like it but having the overlay super pixelated is annoying.

The overlay is 1920x1080. I made it 1280x720(The resolution I'm downscaling to) but it just made it worse. Not sure if this is possible but figure I want to give it a shot.

You could try making the overlay at double the base resolution(scene size) or double the downscale resolution. 3840x2160 or 2560x1440. Right now you are doing a 1.5 downscale which can introduce scaling
abnormalities on angles(Stepping, aliasing).

You could also try using Bilinear instead of Bicubic or Lanczos
