Question / Help Quality laggs , blurry stream , sound lagg (late)

As the title says , here is my rig :

GTX 560 TI
GIGABYTE Z77-DS3H REV 1.0
INTEL CORE i5 3550 (3.5 GHZ)
8GB RAM
200 MB INTERNET DOWNLOAD SPEED
5 MB INTERNET UPLOAD SPEED

Viewers sometime expirience stream with no audio , quality gets all blurry

What settings should i use to make the stream maintain a high quality and the best audio?

If there is anything else i should upload here let me know
 
1360x768 at 1000 Kbps is going to look terrible, yes. Either increase the bitrate if your upstream bandwidth allows for it, or downscale your stream resolution. 3500 Kbps is the Twitch maximum, though we usually recommend 2500 Kbps or less to make it easier for viewers to watch without buffering. You should also change your audio codec back to AAC unless you have a specific reason to use the inferior MP3 option.
 
You don't need to set a custom buffer size. Use AAC for audio. Disable the Kraken launcher via msconfig or use the 64-bit version of OBS if you have issues with audio not working.

You're saying the video looks worse at 3000 Kbps compared to at 1000 Kbps? I find that hard to believe.
 
Make a local recording and play it back to gauge video quality. Don't try to watch your stream live while you're streaming.
