Quality/Frame Help

I have recently upgraded my computer, and I forgot to save the previous settings from obs before the upgrade. I've looked online, and I can't figure out how to get the best settings for my computer now.

Specs:
CPU - Ryzen 5 1600af
GPU - MSI GeForce GTX 1660ti
RAM - T-Force VulcanZ 4GB 3000 (x4, 16GB Total)
MB - Gigabyte B450 Aorus Elite v2
PSU - Corsair RM650 (650W)
Storage - 1Tb SSD (T-Force) and 2Tb HDD (Seagate Barracuda)

I was wondering what would be the best way to start with getting the best/optimized settings for obs with this new(ish) computer.

I've also noticed the framerate doesn't look like 60fps. It seems to be skipping frames here and there. Also the resolution isn't as good looking either.
If someone could help me figure this out, I would be much appreciated.

If file size matters to you, then switch to CBR/VBR 25000 - 50000 kbps

Wait while YouTube processes your video in HD quality.
