Question / Help Purple/Green Flickering on the right Side

There is a purple/green flickering on the right side of my streams. Previously there were 100's of mouse cursors flickering as well, but it changed to this purple/green thing. Nobody else seems to know what it is or how to fix it.

How do i do that, and also the flickering only shows up sometimes. I basically have to just keep restarting obs until it isnt there.
