Question / Help Proper "Download" Bandwidth for Streaming?

Hey gang,
I know everyone stresses you need good Upload for live streaming, but what about the Download.
I'm trying run a slick looking live stream with all the bells and whistles.
The problem I've been running into is that, while the OBS is running great, I find my XBOX Live AND even the other browsers on the same desktop running the OBS gets booted from the internet. This gets corrected only if I re-boot my Bell modem.

My question is, is it possible that I don't have enough download bandwidth to run:
XBOX Live (multiplayer gameplay for the live stream)
Another device (laptop) to monitor the video playback and chat.
an open browser or two on the main desktop running the stream to include a live twitter wall overlay.
I have the Bell Fibe 25 Download/ 10 Upload
My PC is pretty good: i7 4770K CPU @ 3.50 GHz
32 GB Ram

I'm thinking upgrading to 50D/10U should do the trick. thought?

Sounds more like an issue with ISP throttling or faulty hardware, rather than insufficient bandwidth.

Yeah, OBS has nothing to do with download bandwith, but it CAN stress out an unstable connection and cause it to drop entirely.
