I set up my Obs but when I start recording it says error. I did the whole list of problems but it still does not work. Have directx11 because I have windows 7 so I cant change it help!

Hey, sorry but having DirectX 11 installed on your system does not mean that your hardware fully supports it.
We would have to see the exact error (a picture for example) or a log file to tell you exactly, but your Graphics Card is probably missing some necessary features ;(
