Question / Help Problems with buffering/freezing streams

I have a problem and just don't know how to solve it.
I nearly tried everything. When I stream my stream seems to freeze. It doesn't buffer so i think i dont send too much to the servers. I tried a higher bitrate I tried a lower bitrate (lowest like 1200 and highest like 3700) the problem is still there. I tried to change my encoder settings from ultrafast to fast on x264 and from best quality to best perfomance in Quicksync.
I switched Servers since I always get the "bad server" message in the log file. Normally I stream to DE Server but in the log i tried to stream to an US Server with the same result. Can you gve me a hint for troubleshooting?

Try setting your bitrate to 1000. Your bitrate should be set to something your upload rate can handle. Not your download rate. Recommended settings for x264 encoding with Twitch is preset: veryfast profile: main. Keyframe: 2
 
I tried this. I have 4 MBit up. Shouldn't that be enough for 2000 bitrate. I prefer quick sync encoding which should be nice since I have no dropped frames or anything. M CPU usage ist at constant 40%. Also the stream isn't buffering it literally freezes. Lower bitrate didn't solve the prob. Any further ideas?

Any ideas? No skipped frames. CPU usage about 40% still freezing.
Is it possible to reduce lag between twitch and me?
