My problem is that I can not put the encoder. Ie the whole process is going through the computer processor, and I need to put it through the video card.

I understand your problem as black screen when you trying to use 'Game Capture' source. Do you read the posted link info? If you have Intel encoder (aka QSV) and want to use hardware acceleration, then look at this guide: https://obsproject.com/forum/resources/how-to-use-quicksync.82/

What was the name of the encoder you had to use? For example, OBS Studio blacklisted AMD encoders twice for this period of time (one is just Media Foundation, other - by old video driver).

You don't seem to understand it, your GPU does NOT have support for hardware encoding. No amount of installing ancient versions of that plugin will change that.
