My problem is that I can not put the encoder. Ie the whole process is going through the computer processor, and I need to put it through the video card.
My AMD HD 6700 Card
 
Impossible, that card does not have support for hardware encoding.

I wonder how this is impossible? if I'm on this card, this computer worked. everything was fine, unfortunately the Axis changed, and did not save the customized program, because I thought that everything would be just as good
 
I understand your problem as black screen when you trying to use 'Game Capture' source. Do you read the posted link info? If you have Intel encoder (aka QSV) and want to use hardware acceleration, then look at this guide: https://obsproject.com/forum/resources/how-to-use-quicksync.82/

As far as I understand, there is no such encoder for your hardware: https://github.com/Xaymar/obs-studio_amf-encoder-plugin/wiki/Hardware-Support (this is page of the encoder plugin that used in OBS Studio). But maybe Intel's Quick Sync is possible (https://obsproject.com/forum/resources/how-to-use-quicksync.82/ ).

You don't seem to understand it, your GPU does NOT have support for hardware encoding. No amount of installing ancient versions of that plugin will change that.
