Set your base resolution to your monitor's resolution and use a downscale.

Set your scene buffering time to 700 instead of 400.

Set your framerate to half of your monitor's refresh rate. Is your monitor running at 50Hz or 60Hz? If 60Hz, set your framerate to 30 instead of 25.

Set your preset to SuperFast instead of VeryFast and/or use a larger downscale (for a smaller resolution). The duplicated frames should be less than 1% and it shows that its quite a bit higher than that, which means your CPU can't keep up and you need to lessen your settings.
