Question / Help Problem(?) with OBS and Twitch

My Specs:

* Alienware X51 (if that helps any lol)
* 3.4 GHz Intel Core i7-4770
* 8 GB DDR3
* NVIDIA GeForce GTX 645

OBS settings: 2000 bit rate, CBR, padding, 720 downscalded from 1600x900 w/ 30 FPS, normal process priority, faster, encoding profile high

Issue: When I downscale to 720 from my 1600x900 monitor, it always seems to cause it to buffer really bad. I've tried looking up info about it, but nothing seems to help. When I don't set it to downscale, it seems to stop the buffering, but is pretty grainy. Any idea on what may help? Again, sorry if this is dumb. I'm just pretty new to it all. Also, are there any settings I may need to change?

Buffering is a thing between your Stream service provider and you. If you send out your stream with OBS and you are not dropping frames or have a message about a slow encoding/skipping frames, everything you send out should reach the server correctly.
But now if you try to watch your stream it depends on the download connection (to send you used the upload) between you and your service provider (for example Twitch.tv). So if you get buffering while watching your stream its a problem of either the provider sending it to you, or the connection in between, or on your system.

For twitch.tv I have to add that some users might be able to watch your stream perfectly fine while others will moan about constant buffering, its something you get used to. So if you stream to twitch, just try again, try a different server or try at a different time of day and it might work just fine.
