Hi there trying to get into streaming but I am running on an issue that has stopped me for some time. I have tried to look for fixes but haven't found anything. Being stubborn and trying to fix it myself I never came here till now. Now I am asking for some help hopefully someone can help me fix this issue!

As you can see from here there is a lot of fuzziness when I walk around (this happens in any game I play) and stops when I stop moving. I'm trying to figure out why its happening. It doesn't happen in game or even in the preview window of OBS only when its live on twitch.
I have encluded my settings in a zip folder (each section is an image) not sure what else I might need to include hopefully someone can help me out.
