Your video card does not sufficiently support DirectX 10, which OBS requires. A lot of laptops have this problem, and computers without dedicated video cards.

I'm getting this error on Windows 7 and after updating my drivers. I thought Win7 came with directx11?

Yes, but your graphics card has to support DirectX 11 as well.
