preview window and recording extremely glitchy

i dont mean laggy or choppy. i mean actual glitching like a ton of colors and fast warping visuals glitchy. this is a brand new computer and i just finished installing the latest drivers for my card and restarting. the link shows what im getting

Try changing the encoder to Nvidia H.264. Also change the container to kmv or mp4 and enable OBS to run with administrator rights.

found the solution... for now. switching the usp port my capture card was plugged into to a higher performance port fixed it
