hmm so i disabled game dvr using registry tweaks and using powershell to uninstall xbox game bar just in case. obs now reports game dvr off.

im still seeing stuttering in the preview every so often.

grabbed this screenshot of task manager, and even though the encoder isn't stable oddly there was no stuttering :/ https://i.imgur.com/PsT5SJT.png

but there are usually up and down encode spikes. would this be why it's stutttering?? also why would a 4070 has encode spikes?

Actually, disable HAGS and enable windows game mode.
Run OBS as admin.

Make sure the avermedia driver and software is up to date. Look in their support if there's an issue with latest nvidia GPUs. Etc.-

Thanks for the link Situkka, thing is im not recording when the stutter shows.

Also this is for a RTX 4070 which is supposed to have a ton of headroom for recording higher bitrate

i had same thing with ( 2070s ) no recording or anything just preview and it suttered and when i put my nvidia settings to "balanced" stutters are gone. i dont know why this happens but need to dig this a little bit more.

E: and another one if you have HAGS on then disable it that helped me aswell i noticed when HAGS was on my recording were a little suttery.

all my recordings / streams / preview are butter smooth after i changed to this "balanced" just try it

HAGS was off as i was testing things out like a crazy person. So I ended up buying a whole new GPU, XTX Merc RX 6800 XT and guess what still has the same issue LOL!!

Kinda crazy.

Ended up doing a clean removal of OBS, even grabbed OBS 29.1.2 since it released recently.

I have the same problem, and it is not the GPU. I have a 4070 TI and removed the driver to test it and the issue remains. I tested my RAM sticks as well but no difference. Also did a lot more but the problem is probably the CPU, because my windows 11 sometimes lags when its under no load, I also disabled the C-STATES and any power saving mode for the CPU and windows nothing changed. And another thing is that the PC crashes on low demanding games but works very well with high demanding games and software. i7 13th. Imma replace the CPU if I manage to get the money and if I fixed it come back to you. This problem started 3 months ago and I have seen more posts about it. But go ahead and disable the C-STATES in your BIOS, that might help with your problem.
Also it is not a OBS problem, I tried recording PC game play using shadow play and its the same issue.
