Question / Help Pretty Good PC but can't handle my settings...please help!

Your CPU is by far not capable of encoding 1080p60 especially not on faster preset.

i5 is limited to 720p30 in not intensive Games, some lightweight Games like LoL may let you go for 720p60 but you will always stay with veryfast Preset.

What about CSGO? and what res. should that be on?
 
That would be a high-motion game, so 720p@30fps, 2000kbps (if you want people to be able to watch without buffering and leaving), x264 Veryfast.
 
And CSGO is also a Game with a CPU based Engine so for some Streamers its really picky when it comes to streaming and gaming on the same Machine especially with an i5
