Question / Help Pretty big ingame lag when streaming

Ok here we go.

Maybe I'm just too dumb to notice the obvious, but I don't quite get why I am starting to get lag spikes when trying to stream.

First of my specs (I am using an Asus G74S ROG Laptop)

CPU: Intel Core i7-2630QM (overclocked up to 2.9 GHz)
GPU: NVIDIA GeForce GTX 560M
RAM: 8 GB
Can't really tell what mainboard they use on that Laptop. Both Everest and Windows won't show me any info; and so won't the Asus website.
Internet Connection: 2.1 Mbp/s Upload, 12Mbp/s Download

As I mentioned before I have pretty hard lag spikes ingame. I also noticed an outgoing package loss when being in Teamspeak. However, when I look at OBS I never experience any frame loss or my upload speed being insufficient.
Since I find that very odd and I'm no pro at this, I try to get an answer here.

EDIT: Forgot Logfile.

Just toyed a bit with the settings. And it kept on laging even though I lowered the bitrate to 900. It still spiked :/

And I used testmy.net for speedtests. So I think I can't be too wrong about my upload speed

First change the x264 Cpu preset to very fast (in advanced) and then explain if its video lag (fps drop) or latency (internet connection)

If you're getting high ping, that means your stream and the game are competing too much for your internet connection. First try enabling "Minimize Network Impact" in Broadcast Settings, and if that still doesn't help, try lowering the bit rate that you are streaming at.

Ok so I changed it to very fast. I still got that lag which btw is a internet connection lag. My FPS are allways good (around 80-90 when streaming).

EDIT: It seems to work with enabling "Minimize Network Impact". I think it's kinda weird. That seemingly little thing having such a big impact.
