Question / Help Poor Quality while streaming

As the title states my video steam of FPS has extremely poor quality whenever i move and etc. This is my first time using the OBS software and just introduced to it so I do not know what is causing it

GPU GeForce GTX 645
CPU Intel(R) Core(TM) i7-4770 CPU @ 3.40 GHz
Memory 8 GB Ram (7.95 GB Usable)
Screen Resolution 1920 x 1080, 60Hz

1445 Kbps is a bit low even for a 720p stream running at 30 FPS. You need to increase your bitrate as well as lower your resolution and/or frame rate.

even while i am just recording it still has bad pixels

Recording and streaming will produce identical output if you use the same settings for both.

Ultrafast preset will also produce far more pixels compared to veryfast. You have an i7, it can handle it just fine and dandy. 1445kbps is also too low for 720p in most games as already mentioned, except for a few select games where there's not much going on.
