Question / Help Plz hlp am nub.

Hi, im looking into streaming and hopefully recording my games.
Obs seems to be a great program but i cant seem to get my comp to record. Streaming seems fine.

My comp is:

AMD-FX 6300 OC@4.40GHZ with plenty cooling.
ATI Radeon HD 7950 3gb Boost ed stock
8 GBs of ram @ IIRC 1600

When i try to record i get the high encoding cpu usage error and my recordings skip frequently.
The thing is my cpu usage on task manager doesnt even exceed 40-60%... so i dont understand why im getting this error.
I figured my computer, while not the "best", would be able to handle recording in 720p... is my assumption wrong?
I really would like make at LEAST 720p... but would considered turning it down as last resort...
I tested my upload and i get around 2.3. and i dont see how this could be the problem since im just recording locally and streaming seems to work fine.
I DO have a slow hard drive. that tends to run high due to slow drive with high use comp. HOWEVER, i have been using a USB flash drive to store the recordings because i figured it could devote all read/write just to the video. Could this be whats holding it back? Would i be better of using my 5200RPM drive?

neither seemed to help. I turned the resolution all the way down to 480 and set everything i could find on low... and it still says high encoding cpu usaage... yet doesnt go above 50% ever...

possibly CPU throttling then. is there an option in the BIOS to unpark the cores??
