I have i5 3350p 3,1 ghz ,asus strix nvidia gtx 960 and 8 gb ram
What would be best settings to make the stream on twich in 720p and 30 fps.

720p30 at 2500 Kbps on the (default) veryfast preset should be fine assuming you have that much upload bandwidth. There's not really much you need to change.
