Disable your antivirus software temporarily and try again. If the problem persists just use the binaries zip file instead.

how come it download before and the error did not pop up? or is it cause Im installing the newest version?

Hard to say. I'd suspect some type of security software on your PC is interfering, which is why I suggested disabling it temporarily.
