Question / Help Please guys, Help Me with this situation i'm struggling

I'm a person who has started my own stream channel in Twitch.Tv.

The only game I stream is league of legends.

My problem is... when I start the stream in twitch, there's black borders around left and right only. It's not completely full screen when I'm in game. All I can do is stretch out to cover those black spaces but it looks terrible, it doesn't look like what most other streamers have who play league of legends.

What could this issue be?

I own a LG 17 Inch monitor that has a screen resolution of 1280 x 1024

could it be that the main issue for all this is my monitor? Do I need to buy a new monitor that's size fitting so I can have a full screen LoL game play?
 
Basically yes, you already answered yourself.
Your monitor is 5:4 but you need a 16:9 monitor to get rid of those black bars, note that people with 16:10 monitors will still get small bars in fullscreen and people with 5:4 will get bars too then. You cant always avoid them but 16:9 is the most common aspect ratio.

No, you don't have to buy a new monitor.

Set the game to be windowed, set the resolution to be 1280x720p, make sure your OBS is configured to 1280x720, and the scene uses game-capture.

Your monitor already supports the horizontal resolution (1280), it's just that it will be taking up half the height of your screen.

Wrong, its the monitor. I did what you said but it didn't work out.

I do exactly this with Minecraft, set it to windowed, at 1280x720, use game capture.
it's capturing at a 16:9 resolution.

Not going to argue with you, but what i suggested would have worked, you probably did something wrong and are biased towards getting a new monitor (go for it!) :)
