Question / Help Playing in full screen mode causes roller coaster like lag!

This is my second thread on the issue, as my old one is probably buried now. I came to the conclusion because I played a lot of games, and switched the graphics settings around, and found that playing in windowed or even full screen windowed makes the game play fine. But playing in full screen mode causes the roller coaster like lag.

By roller coaster lag, I mean it goes all the way to the max fps it can be, then drops down to unplayable fps. It doesn't stay at the max or min fps, it's constantly moving around. Please please please help me with this! Thank you!

i7 4790k
12GB of Corsair XMS3

I reinstalled my OS, and the issue still isn't fixed. I'm not sure what could be causing this issue. Maybe it's a setting in my nVidia control panel? I just need a dev to reply and help me please! This is very annoying, and I'm not getting any responses.

It seems to only be happening when I stream at 60fps, I tried 30 and it may have been happening but it was so small, I couldn't notice it. I'm really at a loss here, I don't know what to do. I even tried xsplit and it still had the same issue, so it can't be OBS now. Maybe I have some settings wrong?

Your hardware may be getting strained, try to use the x264 encoder, it puts less stress on the graphics card and more on the processor, since cs go is a more graphical game than cpu intensive, this could work.
