Question / Help Pixels and grainy

Hey guys n Gals
I am stumped, i have grainy/pixeled video streaming diablo 3 ros
at first i thought it was my net 25D/2U so I upgraded 60down and 10 up
still grains/pixels

System is

its most likly your bitrate up it to about 3000-3500 on 720p its crystal clear
