Question / Help Pixelation when moving

The cpu's inability to keep up with both the game and the encoding and letting the encoding suffer (based on what I'm seeing)
 
This is a new PC i am currently looking at buying (GPU will be a GTX 770 from my old pc), what do you think with regards to gaming and streaming from this?
