Question / Help Pixelating while moving ingame. Suggest settings for TERA Online

Greetings, planning to stream TERA Online content but encouraged some streaming issues such as poor quality picture while moving as it's pixelating a lot while moving (low bitrate). Some other streamers have really nice and smooth stream playback almost without pixel view.

PC config:
Intel Core i5-4690K (4Ghz OC)
ASUS Strinx GTX 970 1178Mhz/7010Mhz
Crucial MX200 250GB SSD
DDR3 16GB 1600mhz

OBS config:

Encoding:

Nvidia NVENC (TERA uses A LOT of cpu power, always 70%+, so using NVENC helps not drop fps.)
CBR - On
CBR Padding - Off (tried both)
Bitrate - 3500kbps
Bufer size - 4500kbps
Audio default settings

Broadcast settings:
FMS URL: EU: Frankfurt, DE
Other default

Video:
Resolution - 1920x1080
Downscale - 1.50 (1280x720)
Filter: Fanczos
FPS: 30

Advanced:
Process Priority: Above Normal
Scene Buffering Time: 700ms
Disable encoding while previewing - On

NVENC Preset: High Quality (played with some others, atm more eye-pleasing I've found)
Encoding profice: high (tried both)

Use CFR - On

The problem is using NVEnc to encode. It requires somewhere close to double the bitrate compared to x264 for the same quality.
 
Then you probably need to figure out how to deal with the cpu use of x264 or possibly go the quicksync route.
Quicksync, although not quite at x264 quality, doesn't need as much bitrate to match x264 quality compared to nvenc.
 
I did tried quicksync but pixeling was pretty much same. Some other streamers using nvidia codec and have decent picture performance
