Question / Help Pixelated Video even with 3500 bitrate HELP!

So I was gonna start recording videos soon so i was working on learning everything and getting this set up so that i can start when i like, but for some reason all my test recordings are coming out super pixelated even on 3500 bitrate

Im trying to record 1080p at 60fps, as i assume my computer should be able to handle this with 0 problems

1080p@60fps is extremely computationally heavy. Even with a 5820k it may still struggle badly, if you're using realtime livestreaming settings (as your log shows that you are).

If you're just looking to record locally, you need to use different ones. Here's a guide on how to do so (essentially throwing buckets of bitrate at the problem, since you don't have to deal with streaming technical limitations):
