Question / Help Phantom Buzzing while streaming/recording Fallout 4

So I've been streaming for a while now and with the release of FO4, I've started streaming it as well. However, a new problem has arisen while streaming fallout 4, there is a buzzing noise that OBS is picking up broadcasting/recording despite it not being audible.

Note that during the video, the buzzing noise stops whenever I alt tab out of Fallout 4 and starts up again when I alt tab back into the game. I have checked my mic (plus if it was my mic, it probably wouldn't stop when fallout 4 is no longer primary application), and all my audio drivers are up to date. Since this is the only game its doing it with, I am seriously at a loss, even more confused since its a noise that can only be heard through recording or broadcasting.

This is the first time I've needed support so I'm not sure if I've done this right but I've also included the log file from the day the video was recorded. Not sure which log file is from the specific streaming session but I can't imagine they would be very different since until discovering this problem, fallout was pretty much all I was playing.

Any ideas would be greatly appreciated

So I've been playing around a lot with settings and different programs trying to figure out why OBS is causing a buzz when ever I play fallout. In my testing, I used fraps a few times to record some videos and because of that, it became VERY obvious that it is OBS that is causing the noise. When I recorded with Fraps, the sound was gone but even after getting a clean, buzz free, recording from fraps, OBS still picked up the sound. Because of this, I'm fairly certain OBS is messing something up with Fallout 4's sound when OBS encodes fallout 4.

I have tested with both OBS and OBS-MP. They are both picking up the same sound. And once again, Fraps does not pick up the sound.

Someone PLEASE tell me they can help. I am at a loss
