There are no "perfect settings" that work for everything, it's always a balance of multiple factors. Start with the settings estimator at https://obsproject.com/estimator and tune from there. You didn't read the stickied posts, didn't check any of the many guides on the web site and forums, didn't say what game you're playing, didn't say which kind of computer you have, what resolution you want to stream at, etc. None of this IMO shouldn't be common sense for a first time user who knows that streaming to Twitch is a thing.
