OK so rolling back drivers DID help immensely. With the OBS Studio preview turned off, I get a very smooth (but still not... perfect?) 60 fps and with the preview on, it's more like 50+ fps. Here's a log I believe of a short 15 second recording with my stream settings and the preview is turned off https://gist.github.com/e0099a62a45a124373866d5f3faae180 if you care to look :) otherwise, I suppose the newer drivers or windows need to be fixed up with something. In the meantime, 372.70 made big improvements over 373.06 which is what I was using the whole time this mess was going on.
