Question / Help Pc wont boot after no beep after HD7950 install but HD5570 works

I'm trying to install an HD7950 and the PC wont load even to bios, even though everything turns on. GPU is powered, PSU is 520w. when i boot with onboard gfx and hd7950 unpowered, it beeps and starts up no problem.

I've tried:
resetting cmos
uninstalling old drivers
uninstalling onboard gfx drivers

specs are:
Gateway DX4870
CPU i5-2320
GPU HD7950
windows 7
PSU 520w

If you say it's DOA GPU please let me know how I can confirm for myself.
 
This is not a forum for such PC help.

Though try plugging your monitor into different ports on the GPU in case the one you're using is broken.
