Question / Help PC qualified for top notch streaming?

Ok well these are roughly my most important PC specifications:

MOBO: Asus P8P67 Pro rev. 1
CPU: i5-2500k @ 3,3 GHz
GPU: Asus Radeon HD 6970 // 2GB
RAM: 2x 4GB DDR3 Corsair Vengeance
SSD: OCZ Vertex3 // 120 GB (Windows 7 Ultimate SP1 on that!)
HDD: WD Black Caviar // 1TB
Internet Connection: ADSL2 @ 24 Mb/s DL // 1 Mb/s UL (Actual numbers: 8,7-14 Mb/s DL // 0,76 Mb/s UL)

Now leaving my current internet connection out of this and saying I'd get a VDSL @ actual numbers of around 37,5 Mb/s DL // 4,5-5 Mb/s UL ... Would that allow me to stream at maximum capacity..top notch quality?

If you state it like this, no. But you should probably be a bit more specific about what you mean with maximum capacity/top notch quality.

Your system should be good enough to get a perfectly fine 720p stream, if you take about 2500kbps of the other connection you mentioned. But top notch, what's that, uncompressed? Better have a 1Ghz connection then. Slowest preset at 1080p? Better upgrade basically everything about your rig then.

Here's an advice, use local recording to remove your current upload limitations, use the estimator to see what settings you can take as a starting point and then try it out, set your bitrate to 2500-3000kbps and just see what quality you can get out of it. OBS is free you know, so you can try all you want without ever having wasted anything but a bit of your own time.
