Question / Help Optimizing my settings

I want to start streaming, I have a pretty good PC:
CPU - I5 3470
GPU - AMD 270X
8GB RAM

Now, the problem is my Internet, the upload speed that I get from speediest .net by requesting the closest server is 0.7 and sometimes 0.8,
What are the best settings that you will recommend me to stream at?
I'm playing on 1920 on 1080

Let's say the estimator said 598 bitrate
How much should I lower it so Iit won't lag in game

You will have to test your internet capabilities. The estimator gives you values that should work. If they dont, lower them step by step.

You are unfortunately extremely limited by your upload speed. You might not even be able to stream 480p if you can't even use 600 bitrate without latency issues in game.
