Question / Help Optimal Settings For My PC?

Alright, I've been trying to record some videos at 1080p 60fps with OBS.
The problem is, whenever I record I get one of two problems. The quality is very grainy or there is random freezes.

I need someone to suggest the bitrate/settings I should use, here's my general rig specs.

OS: Windows 8.1
RAM: 12GB DDR5
Graphics/Video Card: EVGA GTX 960 4GB FTW Edition
Processor: AMD FX-8300

My current encoding settings are set at 20k bitrate with a 20k buffer, CBR disabled,CRF disabled, and a custom x264 of 18.
 
Use a 0 buffer. This unlocks OBS to use as much bitrate as is needed.
Take a look at the Guides section, specifically for the one on how to do high quality local recordings.

Also, a custom x264 of 18... what? Cows? Remove any custom x264 settings from 'a guide' that you don't understand implicitly what they do, and why they're there/needed. Chances are, they may be causing some of the problems.
