Question / Help Optimal OBS Settings for streaming?

Downscale to 1280x720. If that isn't sufficient, increase your bitrate to 3500. Be aware that higher bitrates increase the likelihood of viewers experiencing buffering, so instead of increasing the bitrate you could change the stream FPS to 30.

I downscaled and increased the bitrate to 3500.

In the video below, I'm still noticing pixelation. Is there no way to avoid this since Warframe is such a motion intensive game?

Other than lowering the FPS to 30, that's about what you're going to get out of 3500 Kbps. You could try testing the faster or fast presets but I don't know if your CPU will be able to handle extra work.
