Question / Help Only showing bottom half of screen

Can you provide a screenshot of the full screen when it is doing this? According to the log it is recording at 1280x720, but the snapshot provided is not at that aspect ratio.

I was using snipping tool. here is a win+prnt scrn.

That looks like the 'hall of mirrors' effect that you get when OBS is on the monitor that's being monitor captured. Same as pointing a camcorder at a TV showing what the camcorder is seeing. If that's the case, that's expected and totally normal. Move OBS to your second (non-captured) monitor.
